I finally found the East Hampton Town Comprehensive Plan AND a New York State Scenic Areas of Statewide significance document as well as a doc related to EHT Historic resources policy.

New York State Department of State Planning and Development offices have put out a document on East Hampton Town’s Local Waterfront Revitalization Program (LWRP) which has a section on proposed projects, which include Montauk Harbor, as well as historic resources policies, including:
